Hybrid Regional Training Programme on Transformative Leadership for TVET in the Era of Disruption (Online)
Rationale
Technical and Vocational Education and Training (TVET) systems are undergoing profound transformation driven by rapid technological advancements, shifting labour market demands, climate imperatives, and evolving societal expectations. In this era of disruption, TVET leaders are no longer just administrators of institutions—they are change agents responsible for shaping agile, inclusive, and future-ready systems that can respond to uncertainty and complexity.
This 7-day programme is designed to support TVET leaders in rethinking their leadership approach by embracing transformative leadership—an approach that goes beyond authority and control, and instead focuses on purpose, people, and systemic impact. Participants will explore how to lead themselves and others through change, build trust and collaboration, and create environments that foster innovation, resilience, and continuous learning.
The programme adopts a highly experiential and reflective learning approach, integrating real-world case studies, peer learning, and hands-on activities. It also incorporates key priorities relevant to TVET systems today, including digital transformation, industry partnerships, sustainability (green TVET), and inclusive practices such as gender-responsive approaches.
By the end of the programme, participants will not only gain new insights and tools but will also develop a concrete action plan to drive transformation within their own institutions. The programme ultimately aims to empower TVET leaders to lead with clarity, courage, and commitment—ensuring their institutions remain relevant and impactful in preparing learners for the future of work.

Contents
Module 1: Understanding disruption and the future of TVET
This module focuses on building awareness of the broader context and urgency for change. Participants will explore global trends shaping TVET, including digitalisation, artificial intelligence, and the green economy, as well as changing skills demands and labour market shifts. The session also examines the evolving role of TVET leaders in uncertain environments and introduces the concept of transformative leadership. The day culminates in a future scenario mapping activity, “TVET in 2035,” where participants envision possible futures and reflect on implications for their institutions.
Module 2: Leading Self – Self-Awareness and Emotional
This module centres on inner leadership as the foundation for transformation. Participants will explore self-awareness and leadership identity, develop emotional intelligence, and reflect on their values, purpose, and personal leadership philosophy. The session also addresses managing personal biases and strengthening cultural competence. Through guided reflection and peer feedback exercises, participants will gain deeper insight into their leadership strengths and areas for growth.
Module 3: Transformative Leadership in Practice
This module focuses on applying leadership principles in real-world contexts. Participants will examine the core principles of transformative leadership, including leading with purpose rather than authority, building trust, and creating psychological safety. The session also emphasises coaching and empowering teams to perform effectively. Through case discussions and role-play scenarios, participants will practice navigating challenging leadership situations and reflect on effective leadership behaviours.
Module 4: Systems Thinking and Strategic Leadership
This module introduces participants to a broader, more integrated perspective of leadership. The session covers systems thinking in TVET, helping participants understand interconnections within their institutions and the wider ecosystem. Participants will identify leverage points for change, examine policy and governance structures, and strengthen strategic decision-making in complex environments. A systems mapping activity allows participants to analyse their own institutions and identify opportunities for improvement.
Module 5 : Innovation, Digital Transformation and Partnerships
This module focuses on driving institutional change through innovation and collaboration. Participants will explore how to build a culture of innovation within TVET institutions and examine digital transformation approaches, including smart campuses and blended learning. The session also highlights the importance of industry collaboration, work-based learning, and public-private partnerships. Through a group design challenge, participants will conceptualise a future-ready TVET institution.
Module 6: Inclusive, Sustainable and Future-Ready TVET
This module emphasises the importance of equity and sustainability in leadership. Participants will explore gender-responsive TVET practices, inclusive education approaches, and strategies for integrating sustainability through green TVET. The session also highlights the importance of lifelong learning and flexible pathways. Through case analysis and group discussions, participants will develop practical strategies to create more inclusive and future-ready institution.
Module 7 :Action Plan
This module focuses on translating learning into action. Participants will explore change management strategies and approaches to communicating vision and gaining stakeholder buy-in. The session is dedicated to developing individual action plans that address real institutional challenges or opportunities. Participants will present their plans, receive peer feedback, and articulate their personal leadership commitments to drive transformation within their institutions.
Duration
The training programme will run for 9 days, divided into two parts: the first part consists of 3 days which will be held virtually from 23-25 March 2027, and the second part of 6 days will be held face-to-face, at SEAMEO VOCTECH Regional Centre from 29-31 March & 1-3 April 2027.
Delivery Method
The medium of instruction of training will be in English.
The training will be delivered online using a variety of approaches and techniques, including case studies, videos, real-time polling, recent statistics from international survey, workshop activities requiring cooperative and collaborative generation and synthesis of ideas and content, followed by group presentation/s, peer feedback/critiquing and plenary discussions.

Target Participants
TVET Personnel who are administrators/managers/heads of divisions of TVET centres.
Course Requirements
Participants of this training programme are expected to bring their laptops and copies of their curricula.
Participants are required to submit a paper describing the following information:
- Description of current TVET setting, trends and challenges in his/her country especially related to the training theme/topic.
- Description of participants’ work setting: the institution, programmes or services, and the students or customers/clients.
- Examples of techniques, strategies, or approaches in evaluation their programmes and services.
- Identification of possible topic for his/her proposal or action plan.
The country paper should be received by SEAMEO VOCTECH two weeks prior to the course.
