Monday, 23 October 2023 | Opening Ceremony & SEAMEO VOCTECH Governing Board Meeting
In accordance to the agreement made during the 33rd SEAMEO VOCTECH Governing Board Meeting in October 2022, the Southeast Asian Ministers of Education Organisation for Technical Vocational Education and Training (SEAMEO VOCTECH), in collaboration with the Instituto Nacional Desenvolvimento De Mão-De-Obra (INDMO) Timor-Leste, hosted the 34th SEAMEO VOCTECH Governing Board Meeting concurrently with the 1st Timor-Leste International Skills Week from 23-25 October 2023 at Elizabeth Hall, City 8, Dili, Timor-Leste.
Marking the beginning of the 3-days event was the official opening ceremony of the 34th SEAMEO VOCTECH Governing Board Meeting and the 1st Timor-Leste International Skills Week.
The opening ceremony was attended by:
- His Excellency Mr Francisco Kalbuadi Lay, Vice Prime Minister and Minister Coordinator for Economic Affairs and Minister of Tourism and Environment;
- Her Excellency Mrs Dulce De Jesus Soares Minister of Education Timor Leste;
- His Excellency Domingos Lemos Secretary of State for Secondary Education and Technical Schools;
- His Excellency Rogerio Araujo Mendonca Secretary of State for Vocational Training and Employment;
- His Excellency Mr Arsenio Pereira Da Silva; Secretary State for Cooperative
- His Excellency Wan Hadfi Lutfan Haji Abdul Latif; Ambassador Extraordinary & Plenipotentiary, Embassy of Brunei Darussalam in Timor Leste
- Dr. Haji Mohd Zamri bin Haji Sabli Chairman and SEAMEO VOCTECH Governing Board Member, Brunei Darussalam;
- Mrs Isabel De Lima Director of INDMO SEAMEO VOCTECH Governing Board Member, Timor Leste;
- Mr Alias Haji Abu Bakar, Centre Director, SEAMEO VOCTECH, Brunei Darussalam
Also present as guests in the ceremony were world Ambassadors to Timor Leste.
Speech excerpt of Centre Director Mr Alias Abu Bakar during the Opening Ceremony, 23rd October 2023:
“This year marks the Centre’s 33rd anniversary and we continue to take pride in our role as the TVET regional centre entrusted to enhance and strengthen the capacity of TVET instructors and leaders, and to develop TVET-relevant initiatives for the benefit of all SEAMEO Member Countries.
Among our notable accomplishments, this year has been in the area of consultancy where SEAMEO VOCTECH was appointed as the consultant to revise and develop specified TVET regulatory documents for the National Institute for Labour Force Development (INDMO), Timor Leste. It was a 6-month project where we were able to study the TVET landscape of Timor Leste and provide solutions for an enhanced and improved TVET quality and standards that would allow Timorese TVET institutions and skilled workforce to stand on par with the other ASEAN member states.”
Mr Alias also expressed his gratitude to the Government of Timor Leste who through INDMO have been so supportive in hosting the 34th GBM and the 1st Timor Leste International Skills Week, and looks forward to join hands and work together for the betterment and success of TVET nationally, regionally and beyond.
Highlight of the opening was also the launch of the three (3) TVET Quality Manuals, for National Institute for Labour Force Development (INDMO), Timor Leste. The three manuals were developed by SEAMEO VOCTECH with support from INDMO and APTC. His Excellency Mr Francisco Kalbuadi Lay, Vice Prime Minister and Minister Coordinator for Economic Affairs and Minister of Tourism and Environment witnessed the launching of the TVET Quality Manuals, accompanied by Timor Leste’s Minister of Education and Secretaries of State.
About the TVET Quality Control Manual: It is a crucial document that outlines procedures, guidelines, and standards to ensure the quality of products or services in an organisation; it is a tool to guide INDMO’s employee, by providing them with necessary information and instructions to maintain consistency and meet quality objectives. The manual plays a crucial role in quality management systems, helping organisations achieve customer satisfaction, comply with regulations, and improve overall performance.
The new three TVET Quality Manuals was developed by SEAMEO VOCTECH through consultancy with INDMO, Australia Pacific Training Coalition (APTC) and TVET Institutions in reviewing, updating and developing identified TVET quality manuals produced by INDMO as the official Timor-Leste qualifications authority. The APTC is the funder of the consultancy project.
Following the opening ceremony is the commencement of SEAMEO VOCTECH’s 34th Governing Board Meeting. During which SEAMEO VOCTECH management and specialists had presented papers to update its governing board members on the Centres activities, progress, achievements, and upcoming projects in the fiscal year 2022-2023.
