China–ASEAN TVET Educators Scholarship Programme Hybrid Regional Training Programme on E-Commerce (On-line)
Rationale
The rapid growth of E-Commerce and the digital economy have become a key driver of economic transformation in both China and ASEAN, reshaping trade practices, business models, and workforce requirements. As China continues to play a leading role in global digital trade and E-Commerce, there is a timely opportunity to strengthen China-ASEAN cooperation by enhancing the capacity of Technical and Vocational Education and Training (TVET) educators to respond effectively to emerging digital and entrepreneurial skills demands across the region.
China’s experience in platform-based commerce, digital logistics, online payment systems, and integrated E-Commerce ecosystems offers valuable lessons for ASEAN economies, particularly in supporting micro, small, and medium enterprises (MSMEs) and vocational graduates to participate in the digital marketplace. For ASEAN, where digital trade and E-Commerce adoption are expanding rapidly, TVET institutions serve as a critical bridge between skills development and industry needs. These training programmes provide TVET educators in SEAMEO Member Countries with access to structured, practice-oriented training that connects E-Commerce theory with real-world applications and teaching methodologies.
Within this context, the collaboration between SEAMEO VOCTECH and Guangxi Economic and Trade Vocational Institute (GXETVI) provides a strategic platform for knowledge exchange and capacity building. GXETVI’s established expertise in applied vocational education and China-ASEAN cooperation positions it well to lead a Regional Training Programme that translates China’s E-Commerce practices into pedagogically sound and context-appropriate learning models for ASEAN TVET educators. This approach complements China’s broader regional engagement strategies while ensuring that the professional development of TVET educators remains a central pillar of cooperation.
The RTP on E-Commerce is therefore designed to empower TVET educators and administrators from SEAMEO Member Countries to understand, apply, and integrate E-Commerce concepts into curriculum design, teaching and learning activities, as well as institutional practices. Through hands-on exposure to E-Commerce platforms, digital marketing strategies, and cross-border trade applications, participants will develop practical lesson plans, project-based learning activities, and action plans relevant to their national and institutional contexts.
By strengthening the digital and entrepreneurial competencies of educators and administrators, this programme contributes to the shared China-ASEAN objective of building an inclusive, resilient, and future-ready workforce. It supports the development of a TVET ecosystem that enables learners to engage productively in the digital economy, thereby promoting sustainable economic cooperation and deepens mutual understanding between China and ASEAN through skills-based collaboration.
Objectives
By the end of this course, participants will be able to:
- Describe the structure and key components of E-Commerce ecosystems, including digital platforms, payment systems, logistics, and cross-border trade practices within the China-ASEAN context.
- Identify emerging E-Commerce trends, digital business models, and skills requirements relevant to TVET graduates and micro, small, and medium enterprises (MSMEs) in ASEAN countries.
- Explain the application of E-Commerce technologies and digital marketing strategies in supporting vocational products, services, and entrepreneurship.
- Demonstrate practical use of selected E-Commerce platforms and digital tools through hands-on activities and guided practice sessions.
- Explore and analyse how E-Commerce concepts and practices can be integrated into TVET curricula, teaching methodologies, and project-based learning approaches.
- Evaluate the effectiveness and suitability of different E-Commerce strategies and platforms for implementation within participants’ institutional and national contexts.
- Develop E-Commerce-based lesson plans, learning activities, or action plans that can be adapted and implemented in participants’ home institutions.
Contents
Part I: Online (June 29 – 30, 2026)
Theme: Establishing Consensus and Foundational Enablement
- Opening ceremony, project introduction, and ice-breaking activities.
- Current status and future outlook of China–ASEAN digital economy development.
- First experience with AI tools: applications of generative AI in e-commerce product selection, market research, and basic content generation.
- Participant country reports: sharing the status and challenges of e-commerce education in their home countries.
Part II: Onsite (July 20 – 26, 2026, Guangxi)
Theme: Deepening Practice, Industry Insights, and Outcome Incubation
Module 1: Introduction to E-commerce Innovation Ecosystems
1. Analysis of the latest China live-streaming e-commerce and social e-commerce models
2. Positioning and planning logic of short-video e-commerce
Module 2: Content Creation and Marketing in Practice
1. Full process of short-video production

Duration
The training programme will run for 10 days in a hybrid format, divided into two parts. The first part will comprise 2 days of online sessions from 29 to 30 June 2026, followed by 7 days of face-to-face training hosted by Guangxi Economic and Trade Vocational Institute (GXETVI), China, from 20 to 26 July 2026.
Delivery Method
The medium of instruction for this programme is English. For the online component, the course content will be delivered synchronously through online presentations, lectures, and demonstrations. Participants are expected to engage actively through screen sharing, interactive discussions, and online activities. Selected participants will also be required to present their country reports during the online sessions.
The face-to-face component will focus on lectures, demonstrations, hands-on practice, group discussions, assignments, and group projects.
Expected Output
- A “Technology-Enhanced” E-commerce Instructional Program: Comprising at least one comprehensive lesson plan or Project-Based Learning (PBL) framework that incorporates short-video content creation or AI tool integration.
- A Comprehensive Implementation Roadmap: Specifying concrete steps, resource allocations, and evaluation mechanisms for launching e-commerce pedagogical reforms or pilot courses at the affiliated institution commencing September 2026.
- A Sustainable Professional Learning Community: Participation in an online network of TVET e-commerce educators from China and ASEAN nations for continuous resource exchange and knowledge sharing.

Target Participants
This training programme on E-Commerce is designed for educators and administrators, including lecturers, teachers, trainers, and leaders in Technical and Vocational Education and Training (TVET). It is also suitable for instructional designers and practitioners who are interested in integrating E-Commerce and digital entrepreneurship concepts into teaching, training, and institutional practices. No advanced technical background is required. Participants with basic IT skills, such as the ability to operate MS Windows and use Microsoft Office tools, are encouraged to join and will be supported throughout the programme through hands-on guidance and practical applications.
Course Requirements
Participants are required to submit all assignments given and present the outputs of their group projects during this training programme. They must also submit a country report paper that describes the practices currently being undertaken by their respective institutions or countries in integrating AI into teaching and learning. Participants should bring along a laptop computer with at least Windows 10 installed.
