Hybrid Regional Training Programme From Design to Impact: Research Methods for Evaluating TVET Learning in Digital Environments (On-site)

Rationale

This regional training programme focuses on strengthening participants’ capacity to design and implement rigorous, practice-oriented research to evaluate and improve TVET learning outcomes in digital environments. As digital platforms increasingly transform teaching and learning in TVET, there is a growing need for evidence-based approaches to assess their effectiveness, relevance, and impact (OECD, 2021). 

The programme adopts a mixed-methods research approach, integrating quantitative and qualitative methods to capture both measurable outcomes and contextual insights. Mixed-methods research is particularly suitable for complex educational settings such as TVET, where both learning outcomes and contextual factors must be understood holistically (Creswell & Plano Clark, 2018). It also emphasises applied research design, ensuring that findings are not only academically sound but also directly usable for improving teaching practices, institutional strategies, and policy decisions. 

In the context of Southeast Asia, where digitalisation in TVET is rapidly expanding but unevenly implemented, this training equips participants with the tools to: 

  • Evaluate digital learning interventions  
  • Generate actionable evidence  
  • Support data-driven decision-making  

The training bridges the gap between research design and practical impact, enabling participants to move from conceptualisation to implementation and utilisation of findings in real TVET contexts. 

Objectives 

By the end of this training programme, participants will be able to: 

  • Explain key concepts and frameworks in TVET learning evaluation and digital learning research  
  • Design applied research studies to evaluate TVET learning outcomes in digital environments  
  • Apply mixed-methods approaches (quantitative and qualitative) in educational research  
  • Develop valid and reliable data collection instruments (surveys, interviews, learning analytics)  
  • Conduct basic data analysis and interpretation  
  • Translate research findings into practical recommendations for TVET improvement  
  • Develop a research proposal and implementation plan 

Contents 

Online Phase (3 Days) 

Module 1: Understanding TVET Learning in Digital Environments 

  • Digital transformation in TVET (SEA context)  
  • Types of digital platforms (LMS, blended learning, micro-credentials)  
  • Concepts of learning outcomes and employability  
  • Introduction to evaluation frameworks  

Module 2: Research Design and Evaluation Approaches 

  • Types of research designs (experimental, quasi-experimental, case study)  
  • Evaluation frameworks (impact, effectiveness, usability)  
  • Introduction to mixed-methods research  
  • Linking research questions to methods  

 Module 3: Data Collection and Measurement 

  • Designing surveys and questionnaires  
  • Introduction to learning analytics and digital data  
  • Qualitative methods: interviews and focus groups  
  • Ethics in digital learning research  

 

Onsite Phase (5 Days) 

Module 4: Designing Research – From Questions to Framework 

  • Refining research questions and objectives  
  • Developing conceptual frameworks  
  • Aligning indicators with learning outcomes  
  • Group work: drafting research design  

Module 5: Developing Research Instruments 

  • Designing quantitative tools (surveys, assessments)  
  • Developing qualitative instruments  
  • Validity and reliability  
  • Peer review of instruments  

Module 6: Data Collection and Field Implementation 

  • Sampling strategies in TVET research  
  • Data collection protocols  
  • Managing digital data and platforms  
  • Simulation and pilot testing  

Module 7: Data Analysis and Interpretation 

  • Basic quantitative analysis (descriptive, correlation)  
  • Introduction to qualitative analysis (coding, themes)  
  • Integrating mixed-methods findings  
  • Interpreting results for decision-making  

Module 8: From Research to Impact 

  • Writing research reports  
  • Translating findings into policy and practice  
  • Communicating findings to stakeholders  
  • Final presentation of group research proposals 

Duration

The training programme will run for 9 days, divided into two parts: the first part consists of 3 days which will be held virtually from 22-24 sept 2026, and the second part of 5 days will be held face-to-face, at SEAMEO VOCTECH Regional Centre from 28-30 Sept &1-3 Oct 2026 

Delivery Method

The training adopts a practice-oriented and participatory approach, including: 

  • Interactive lectures

  • Data analysis practice sessions  
  • Presentations and feedback

Expected Output

By the end of the training, participants will produce: 

  • A research proposal on evaluating TVET learning in digital environments  
  • Draft data collection instruments (survey/interview guides)  
  • A basic data analysis plan  
  • A presentation of findings and recommendations

Course Requirements

Participants of this training programme are expected to bring their laptops and copies of their curricula. 

They must submit their Country presentations (5-8 slides) on “Tittle of country presentation.”
